User-defined host tags are any tags that are not read-only system-defined tags described in Descriptions of Provided Host Tags. The examples given in Designating Hosts to Serve a Database and Designating Hosts for SQL Connections are all user-defined host tags. This type of host tag is durable, meaning it is stored in the durable domain configuration, and will be available for the host throughout the lifecycle of the database, unless removed.
To define your own host tag, you perform the same steps that you follow to change the value of a host tag. See Changing Host Tags.
